The work. Moore has two Nobel-grade lines. With Oliver Hart he built the incomplete-contracts theory of who should own what, and with Nobuhiro Kiyotaki he showed how collateral constraints turn small shocks into long slumps.
The case for. Hart won in 2016 for work Moore co-wrote, and the Kiyotaki-Moore credit cycle is the other half of a second citation.
The case against. The committee passed him over once already when it paired Hart with Holmström, and it rarely circles back.
