The work. Uses tax records and administrative data at scale to measure economic mobility down to the neighborhood, then tests which policies move it. The Opportunity Atlas and the Moving to Opportunity reanalysis are the headline results.
The case for. He is the most cited economist of his generation, the findings drive policy, and the committee likes empiricists who built a new instrument for seeing the economy.
The case against. Born in 1979. The committee rarely rewards anyone under 50, and Card, Angrist and Imbens covered applied microeconometrics in 2021.
