The work. Peltzman showed in 1975 that seat belt mandates made drivers bolder and ate much of the safety gain. His 1976 paper turned Stigler's capture theory into a general model of how regulators trade off interest groups.

The case for. Regulation is back on every agenda, and the Peltzman effect is one of the few economics ideas a traffic cop knows.

The case against. Stigler won for regulation in 1982, the work is fifty years old, and Peltzman is in his mid-eighties.

The KmikeyM angle. Give a man shareholders as a safety net and Peltzman predicts he takes bigger swings. That is either the risk or the entire point.
